L forelimb lameness

This 13 yo MN shih tzu presented for on/off lameness and swelling on his front left forelimb. Radiographs unremarkable  Inflammatory cells on aspirate but no evidence of bacteria or neoplasia. While swelling encompasses forelimb, there is no involvement at the joints. There are a few areas that feel lumpier than others (all have been aspirated).

This dog isn’t particularly outdoorsy so grass awns were Lower on the dvms differential list but still a possibility because of our area (central Wisconsin).

Thoughts?
