We see echogenic mucosa changes in cases of inflammatory intestinal disease ie enteritis, IBD, PLE. I think in some cases this also effects the luminal surface, the villi area, and causes it to be blurred and echogenic sonographically as well. Bacterial overgrowth / dysbiosis and parasites can also do this I think.
I agree looks like mucosal striations and fogging. Watch the albumin leveles as PLE may be starting or may occur in the future. try purina HA or Royal Canine HP or similar and see if you get a response and tx parasites as Mac suggests.
This appearance jumps more because the submucosal layer is thickened likely owing to chronic inflammation. See the attached annotated image form your video.
